Job Summary
Lead enterprise-level IT portfolio planning, coordination, and governance by developing, maintaining, and optimizing the IT investment portfolio roadmap. Analyze project proposals to ensure technical, strategic, and financial alignment while facilitating portfolio review boards, prioritization cycles, and executive briefings. Provide visibility into portfolio health, risks, dependencies, and performance metrics, and monitor cost, schedule, and performance across IT programs and projects. Conduct business case analysis to support investment decisions and coordinate with cross-functional stakeholders including engineering, operations, finance, and leadership. Ensure compliance with organizational policies, federal IT governance, cybersecurity requirements, and enterprise architecture standards. Provide advisory support on maturing portfolio processes, tools, and reporting frameworks.
Required Qualifications
- Active TS/SCI + CI Poly clearance
- BS, 5-7 years of relevant experience; MS, 3-5 years; PhD, 0-3 years
- Project Management Professional (PMP)
- Federal Acquisition Certification for Program and Project Managers - FAC-P/PM (Mid-Level or above)
- Certified Associate in Project Management (CAPM)
- Strong background in IT governance, portfolio management, or program oversight
- Demonstrated experience supporting federal IT programs or DoD/IC customers
- Familiarity with IT lifecycle methodologies (Agile, Waterfall, hybrid)
- Proficiency with portfolio tools such as MS Project, ServiceNow, Jira, Power BI, or equivalent

- ITIL® 4 Managing Professional (highly preferred)
- PMI-ACP (Agile Certified Practitioner)
- Certified ScrumMaster (CSM)
- SAFe Agilist (SA)
- Certified in Risk and Information Systems Control (CRISC)
- PMI Risk Management Professional (PMI-RMP)
- AWS Certified Cloud Practitioner or Solutions Architect
- Microsoft Azure Fundamentals or Administrator
- Security+ (DoD 8140 baseline familiarity)
- CompTIA Cloud+
- Certified Information Systems Security Professional (CISSP) – Preferred
- Certified Information Security Manager (CISM) – Preferred
- Lean Six Sigma Green Belt (minimum)
- Lean Six Sigma Black Belt (preferred)
- COBIT 2019 Foundation
