IT Project Manager - DevSecOps Platform as a Service (PaaS)

Job Summary
Lead delivery of Torch Technologies' cloud-based DevSecOps Platform as a Service (PaaS) for the Missile Defense Agency (MDA/GM), providing project execution, cross-functional coordination, and strategic stakeholder engagement for a large, multi-contractor team. Duties include managing project backlog intake and workflow, developing and maintaining project schedules and roadmaps for the PaaS environment (Kubernetes, containers, serverless), serving as primary liaison between engineering teams and leadership, proactively identifying and mitigating cross-functional risks, providing leadership to a distributed team, tracking resource allocations and expenditures, and delivering executive status reports with platform performance metrics. Ensure compliance with strict security and IL5/IL6 requirements (ATO). Strong emphasis on DevSecOps practices, agile integration, and effective communication with government stakeholders.
Required Qualifications
- U.S. Citizenship
- Bachelor’s Degree in a technical field; Associates degree in a technical field with 3 years of related experience; High School Diploma with 6 years of related experience
- Minimum of 5 years of IT Project Management experience, with a proven track record of delivering complex cloud infrastructure or enterprise software projects
- Experience leading and coordinating multi-contractor or cross-functional teams
- Active Secret Security Clearance
- Strong foundational understanding of DevSecOps principles, CI/CD pipelines, container orchestration (e.g., Kubernetes), Infrastructure as Code (IaC), and modern cloud-native architectures
- Understanding of Agile development frameworks (e.g., SAFe, Scrum)
