Job Summary

Interpret business needs and operational requirements for grants management and loan servicing functions, translating them into technological solutions that improve efficiency and customer service. Evaluate and document business processes, anticipate requirements, and develop solutions using activity diagrams, flowcharts, and workflow analysis. Gather information from multiple sources, reconcile conflicts, and deliver requirement specifications throughout the project life cycle while collaborating with technology teams and senior leadership. Deploy project management techniques, work independently with databases and spreadsheets, and ensure system designs align with user needs. Identify trends and variances to enhance operational effectiveness in federal and state grant programs.

Required Qualifications

  • Bachelor's degree in business or related field from an accredited college or university
  • Two to three years of experience related to area of assignment
  • Experience with/understanding of grants management and loan servicing processes
  • Ability to gain a thorough understanding of the grants management and loan servicing operation
  • Ability to use activity diagrams, scenarios, business analysis, flowcharts, document analysis, business process descriptions, interviews, and workflow analysis to interpret and document the needs
  • Ability to gather information from multiple sources and critically evaluate it, reconcile conflicts, disseminating high-level information into details and distinguish user requests from their true needs
  • Ability to collaborate proactively with the technology team, program staff, and senior leadership
  • Ability to use standard templates and natural language to develop requirement specifications
  • Ability to deliver work products throughout the project life cycle
  • Ability to ensure the system design as per the needs of the users
  • Ability to work independently
  • Ability to deploy effective project management techniques
  • Ability to work with various databases and spreadsheets
  • Ability to understand funds distribution and payment processing
  • Ability to communicate effectively both verbally and in writing
  • Ability to effectively apply technology to tasks

  • Ability to perform complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision making in functional area of federal and state grant programs
  • Ability to identify trends, discrepancies, and variances to improve the efficiency and effectiveness of operations
  • Ability to partner with other departments, divisions, outside agencies, and vendors to address business issues
  • Ability to exercise various latitudes of independent judgment
  • Ability to administer or provide high level technical and administrative support for various projects, grants, contracts, implementation of procedures, and/or any specialized functions
  • Ability to assist with orientation, training, or providing task guidance of collaborative team members and division partners
  • Ability to support the user community in the use of functional business tools and support systems
