International Team Leader (Senior Highway Engineer)

Job Summary
Lead and manage an internationally experienced consultant team for an AIIB-funded rural road rehabilitation program in Cambodia, overseeing feasibility studies, detailed engineering designs (DED), and safeguard preparation across six provinces; sign off on final project and infrastructure designs; supervise FS and detailed design processes, prepare reports and bid documents, and ensure QA against the project quality assurance plan; provide day-to-day guidance to MRD and the EA/AIIB, conduct field visits, and train MRD staff. Requires a civil engineering degree with at least 15 years in FS/planning/design of rural infra, and at least 10 years as a Team Leader on similar projects; experience with AIIB or multilateral funding in Southeast Asia preferred; strong communication and interpersonal skills.
Required Qualifications
- Degree in civil engineering (documented)
- 15+ years of experience in FS, planning, and detail design of rural infrastructure (roads, bridges, drainage)
- At least 10 years' experience as a Team Leader on similar projects
- Experience with AIIB or other multilateral development agencies in Southeast Asia preferred
- Ability to lead international and national teams; strong client/executing-agency liaison
- Excellent written and oral communication skills
