International Consultant – Support for Developing Recommendations on Mainstreaming Migration Data into the Development of the Population Registry in Georgia

Job Summary
Review relevant documents, including Geostat's draft Roadmap for the Population Registry, legal and policy documents, and international standards. Prepare an Inception Report outlining the proposed methodology, work plan, and stakeholder consultation plan. Develop an assessment framework for identifying migration data requirements and technical considerations for integrating standardized data into the future Population Registry. Lead the assessment of migration data needs, prepare agenda and materials for a stakeholder round table, and undertake a mission to Georgia to facilitate consultations and collect technical inputs. Develop draft recommendations for mainstreaming migration data aspects into the registry, addressing variables, sources, governance, interoperability, and data quality. Revise recommendations based on feedback from IOM, Geostat, and stakeholders, then submit the final Recommendations Report, consultation report, and final Consultancy Report. Present final recommendations to IOM and Geostat via online debriefing if requested.
Required Qualifications
- Experience in migration data systems
- Knowledge of population registers
- Understanding of international standards and good practices on population registers and migration statistics
- Ability to develop recommendations for mainstreaming migration data into a Population Registry
- Capacity to lead an assessment of migration data requirements
- Ability to prepare an Inception Report outlining methodology, work plan, assessment approach, and stakeholder consultation plan
- Experience in stakeholder consultation and round table facilitation
- Willingness to undertake one mission to Georgia
- Ability to work under the direct supervision of a Project Manager
- Capacity to collaborate with a Local Consultant
