Initial Outfitting and Transition (IO&T) Planner

Job Summary
Lead pre-activation planning by guiding stakeholders to identify new workflows, conducting workflow assessments for patient transport and equipment movement, and creating robust delivery, installation, and acceptance plans. Coordinate all transition activities across APS, AIMS, and Individual Service Project Schedules while managing vendor delivery, staging, and installation of FF&E and JSNs. Oversee site safety, security, and waste management during installation phases, then facilitate government acceptance, resolve punch lists, and support VA Biomedical Engineering personnel with equipment inspections. Develop orientation kits and a Day in the Life Plan to ensure operational readiness, manage final facility turnover, and lead post-occupancy evaluations for continuous improvement. This remote role requires extensive travel to Jacksonville, NC; Beaufort, NC; Nashville-Clarksville, TN; and Baton Rouge, LA.
Required Qualifications
- A minimum of 5 years of demonstrated project management experience
- At least 3 years specifically in healthcare Initial Outfitting, Transition, and Activation (IOT&A) services
- Proven experience with comprehensive activation services, including planning, coordination, installation, and post-occupancy support
- Strong project management skills with the ability to handle multiple tasks and deadlines
- Excellent communication and leadership skills for effective stakeholder management
- In-depth knowledge of healthcare infrastructure, facility operations, and clinical services
- Experience in a healthcare setting
- Demonstrated experience in conceptual advance planning, identifying occupancy milestones, detailed implementation planning and move sequencing, preparation and setup, compiling documents of detailed move plans for each department impacted, and relocation execution
- Experience creating/updating Transitional CONOPs
- Knowledge of VA inventory management systems and biomed equipment standards
- Proficiency in project management software (e.g., MS Project), Microsoft Office Suite, and planning tools
- Must be a U.S. citizen
- Subject to a background/security investigation
- Travel is required

Desired Qualifications
- Bachelor's degree in a relevant field such as Health Administration, Business Administration, or Architecture
- Certified Project Management Professional (PMP) or equivalent certification
- Experience with VA or DoD planning and procurement systems
- Knowledge of federal procurement policies and procedures
- Preference to applicants in Jacksonville, NC, Beaufort, NC, Nashville-Clarksville, TN and/or Baton Rouge, LA
