Indirect Rate Specialist

Job Summary
Review, analyze, and negotiate provisional and final indirect cost rate proposals for contractors and grantees, ensuring allowability, allocability, and reasonableness under federal cost principles. Prepare negotiation objectives, conduct cost/price analyses, and maintain NICRA official files with accurate documentation in agency systems. Coordinate with auditors, legal counsel, and functional specialists to resolve audit findings, while providing technical guidance to USAID Contracting and Agreement Officers on rate application and compliance. Monitor rate performance trends and recommend adjustments as needed. Support policy development and interpretation regarding cost principles and indirect rates. Work onsite three days per week in the Washington DC area.
Required Qualifications
- At least 5 years of direct experience reviewing and negotiating indirect rates for a USG department/agency
- Bachelor's degree in Business
- FAC-C Professional, CFCM, CPA, or CGFM
- Contract requires candidates with no USAID experience
- Capability to quickly assimilate new information and become proficient in topics for which they may not have knowledge, e.g. Government to Government, Title II, Interagency Awards, and Public International Organizations
