Job Summary

Lead the Instrumentation & Electrical function across LBC Houston and Seabrook terminals, supervising team staffing, performance management, and professional development. Develop and oversee preventative and predictive maintenance programs for electrical, instrumentation, and process control assets while leading root cause analysis of complex issues. Manage capital and operational projects, including scope development, contractor coordination, budget tracking, and commissioning, ensuring compliance with internal standards and industry regulations. Prepare technical reports, design packages, and procurement specifications, and enforce cybersecurity best practices for control systems. Establish competency matrices and training plans to elevate team capabilities, interface with operations and engineering departments, and drive long-range strategies for asset integrity and system modernization.

Required Qualifications

  • Bachelor's degree in Electrical Engineering, Instrumentation & Controls, or related technical field
  • Equivalent experience in lieu of a degree
  • Minimum 7 years of progressive experience in I&E roles
  • At least 3 years in a supervisory or leadership capacity
  • Proven experience in process controls and instrumentation systems within a chemical, petrochemical, or terminal environment
  • Demonstrated track record in project management, including capital project execution, commissioning, and contractor oversight
  • Working knowledge of relevant standards and codes (e.g., NEC, API, ISA, IEC, NFPA, IEEE, OSHA)
  • Strong technical expertise in I&E systems and process automation (PLCs, SCADA, instrumentation)
  • Strong leadership and team development skills
  • Skilled in project planning, scheduling, and contractor oversight
  • Strong commitment to operational safety and regulatory compliance
  • Ability to communicate technical information clearly across departments
  • Continuous improvement mindset focused on reliability and efficiency
  • Strong documentation and change management discipline
  • Occasional travel between terminal locations
  • On-call or after-hours support availability for critical issues or shutdowns
  • Understanding that safe work performance is a primary job requirement
  • Following all Company safety rules and policies
  • Accountability for and maintenance of all safety equipment issued to them in good working condition
  • Observation of employees, contractors, and visitors to ensure all work safely
  • Promotion of a zero-tolerance safety attitude
  • Attendance at monthly safety meetings as well as safety-related training sessions
  • Understanding of actions to take in an emergency
