Job Summary
The National Officer for Humanitarian Affairs/Programme Liaison (Based in Ndjamena, Chad) supports the FRHAOC grant process, governance, liaison with local and national actors, capacity-building, and field monitoring for humanitarian funding operations. Responsibilities include supporting fund allocation steps, technical/financial review of project proposals, drafting contractual agreements with funded projects, facilitating information sharing, coordinating governance meetings, note-taking and follow-up on recommendations, updating governance documents, liaising with local and national partners, organizing training on fund processes, providing technical support to partners (with emphasis on women-led, women rights, and disability-focused organizations), assisting eligibility and due diligence, supporting localization efforts, contributing to narrative project reports, leading field visits and mission reporting, and maintaining data in OneGMS. CORE COMPETENCIES cover results delivery, innovation, continuous learning, adaptability, determination, engagement and partnerships, diversity and inclusion. CROSS-FUNCTIONAL and TECHNICAL COMPETENCIES emphasize budget management, partnerships mobilization, communications, project/portfolio management, and organizational strategy. Qualifications require a master's degree or equivalent, minimum 2 years (master) or 4 years (license) in program management with MEAL, strong IT skills, and French language proficiency with English desirable. Required Qualifications
- Master's degree or equivalent in social sciences, economics, project management, or public administration OR an undergraduate degree plus two additional qualifying years of experience
- At least 2 years of professional experience with a master's degree or 4 years with a bachelor's in program/project management including MEAL (monitoring, evaluation, accountability and learning)
- Strong computer skills (Word, Excel, PowerPoint, email management)
- Experience with or within UN system and/or international organizations is desirable
- Experience in humanitarian funding or development is desirable
- Project/program management certification is considered a plus
- Experience in database setup and data online management desirable
- Experience in report writing and minutes is desirable
- Good knowledge of humanitarian issues in West and Central Africa, particularly Sahel is desirable
- Experience in identifying contextual factors affecting project design, planning and implementation and how they are monitored and evaluated
- Experience interpreting and analyzing project information
- Experience in quantitative and qualitative data analysis
- Experience in project/program management, monitoring and evaluation
- French language proficiency required, English desirable
