Job Summary

Administer, maintain, and optimize the Township's Human Resource Information System (HRIS), ensuring data integrity, security, and accurate reporting. Coordinate recruitment activities, including vacancy posting, applicant tracking, and onboarding logistics, while maintaining compliance with Pennsylvania New Hire reporting and Civil Service regulations. Analyze complex HR data and metrics to prepare management reports and recommendations. Provide HRIS training, develop instructional materials, and support employees with system inquiries and general administrative support. Collaborate with Payroll, Finance, IT, and leadership on system updates, policy administration, and labor relations data collection. Work during regularly scheduled hours with additional time as operational needs require.

Required Qualifications

  • Thorough knowledge of Human Resource Information Systems (HRIS), HR data management, and HR administrative practices
  • Working knowledge of federal, state, and local employment laws and regulations
  • Strong analytical skills with the ability to collect, interpret, analyze, and present HR data
  • Ability to administer complex HR systems while maintaining data accuracy and confidentiality
  • Excellent customer service and interpersonal skills with the ability to effectively assist employees at all organizational levels
  • Ability to maintain strict confidentiality and exercise sound judgment when handling sensitive information
  • Strong organizational, project management, and time management skills with exceptional attention to detail
  • Excellent written and verbal communication skills
  • Proficiency in Microsoft Office applications and HRIS reporting tools
  • Ability to work independently while collaborating effectively with Township leadership, departments, employees, and external agencies
  • Must be able to work on-site during scheduled hours
  • Bachelor's degree from an accredited college or university in Human Resources, Information Systems, Business Administration, Public Administration, or a closely related field and five (5) years of progressively responsible experience in HR administration, HRIS administration, or human resources operations
  • associate's degree in a related field and seven (7) years of progressively responsible experience
  • equivalent combination of education and experience
  • Valid Driver's License

Desired Qualifications

  • Experience administering HRIS platforms, HR databases, or enterprise systems
  • Public-sector or municipal HR experience
  • PHR or SHRM-CP certification
