Human Resources Operations Manager

Job Summary
Conduct site-level HR management by handling day-to-day questions, resolving employee relations issues, and supporting the full employee lifecycle from recruiting to offboarding. Administer the HRIS system as a power user to ensure data integrity, run analytic reports, and manage security workflows while overseeing accurate, timely payroll processing for a multi-state workforce. Maintain compliance with federal, state, and local laws including SOX, FLSA, and California-specific regulations by managing mandatory training, audits, and leave of absence processes. Serve as the primary resource for employee benefit inquiries and collaborate with HR leadership on strategic initiatives and cross-functional projects.
Required Qualifications
- Bachelor's degree in HR, Business, or related field (or equivalent education and experience)
- 5+ years progressive HR experience, including site-level senior HR generalist support and end-to-end payroll processing
- Advanced HRIS proficiency (administrator or power user) with hands-on configuration, workflow, security, and reporting; experience with at least one of: Paylocity, Workday, ADP Workforce Now, ADP Lyric
- Solid knowledge of employment and wage & hour laws (FLSA, FMLA, ADA, EEO, state/local leaves and pay rules)
- Must have knowledge and experience within the state of California
- Exceptional written, verbal, and interpersonal communication skills, with the ability to handle sensitive matters with professionalism, discretion, and sound judgment
- Strong proficiency in Microsoft 365 applications, including Outlook, Teams, Word, Excel, and PowerPoint, with the ability to create professional communications, reports, presentations, and data analyses
- Certifications: PHR/SPHR or SHRM-CP/SHRM-SCP; FPC/CPP (American Payroll Association)
- Experience with multi-state payroll, and time-and-attendance systems
- Exposure to benefits administration, open enrollment, and ACA compliance
- Exceptional discretion, documentation rigor, and customer service mindset
- Experience working in a multi-site manufacturing, aerospace, defense, engineered components, electronics, or similar industrial environment
- Must meet the definition of a 'U.S. person' under ITAR
- Ability to wear PPE if required
- Occasional travel (less than 10%) may be required to other Evans Group company facilities, meetings or audits
Desired Qualifications
- Certifications: PHR/SPHR or SHRM-CP/SHRM-SCP; FPC/CPP (American Payroll Association) highly preferred but not required
- Experience working in a multi-site manufacturing, aerospace, defense, engineered components, electronics, or similar industrial environment preferred
- Spanish speaking nice to have but not required
