Job Summary
Manage the Human Resource Department by overseeing benefit goals, leave management, workers' compensation, succession planning, offboarding compliance, disciplinary management, training, and financial obligations. Process all FMLA, PFL, DBL, and WC claims, ensure accurate billing of benefit insurance services, and prepare payroll closeouts after verifying director duties. Maintain HRIS systems, payroll reporting, I-9s, and active employee files while managing vacation, sick, personal, union, and time-off banks. Ensure departmental compliance with DOL, Labor Laws, OSHA, ERISA, 125 Plans, OCFS, NYSED, ORR, JC, and treatment program guidelines. Witness all necessary disciplines, file supervision documentation, and build a benefits database. Form a safety committee, manage employee turnover and aging reports, and conduct quarterly cost-of-living and job market analyses. Address unemployment requests promptly and maintain a driver's license for agency vehicle travel.
Required Qualifications
- Bachelor's degree
- At least two years of experience working in Human Resources in the capacity of a manager or Generalist
- Compliance in NY State
- Experience with DOL
- Experience with NYSED
- Experience with OCFS
- Experience with the Justice Center
- Valid driver's license
- Driving record acceptable to CHK's insurance carrier
- Ability to drive agency vehicles to other agency sites and places for training purposes
- Ability to speak, read, and write English fluently
- Ability to perform highly comprehensive work, complex in nature, and to exercise sound judgment
- Ability to evaluate facts, interpret results, and make recommendations
- Ability to provide direction and oversight and be able to help guide the team in the assessment of control deficiencies while assisting in developing effective remediation plans
- Ability to provide direction in the ongoing maintenance of the annual compliance risk assessment
- Ability to use sound judgment while following agency policies, practices, and procedures
