Job Summary
Develop and maintain HR policies, procedures, and best practices while ensuring compliance with federal, state, and local employment laws, HUD requirements, and regulations such as OSHA, FMLA, and ADA. Lead recruitment, onboarding, and retention processes; administer employee benefits programs and coordinate open enrollment with vendors. Oversee HRIS administration, electronic personnel records, and document management; develop compensation studies and salary recommendations. Provide guidance on employee relations, disciplinary actions, investigations, and conflict resolution. Prepare required reports, manage workers' compensation claims, and coordinate training and succession planning programs. Partner with department directors on workforce planning and organizational development needs.
Required Qualifications
- Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field
- Five (5) years of progressively responsible human resources management experience, preferably in local government, public housing, or a similarly regulated environment
- Valid Virginia driver's license
Desired Qualifications
- SHRM-CP/SHRM-SCP, PHR, or SPHR certification preferred
- Human Resources Information System (HRIS) implementation
- Compensation and classification studies
- Organizational development and succession planning
- Collective problem solving and executive-level advising
