Job Summary
HR Manager at the Housing Authority of the County of San Joaquin leads and manages a comprehensive HR function, serving as the operational and relational hub. Responsibilities include employee relations, performance management coaching, disciplinary procedures in a unionized environment, union contract administration, grievance handling, and collective bargaining support; payroll processing via ADP including CalPERS reporting and workers' compensation; benefits administration across medical/dental/vision/life/disability/retirement/pre-tax plans with open enrollment; recruitment, onboarding, and background screening; HRIS management including performance appraisal and attendance systems; leave of absence administration (FMLA, ADA, state/local regulations); training program development focused on compliance, leadership, and employee development; HR records management and policy interpretation. The ideal candidate demonstrates empathy, professionalism, strong communication, and the ability to coach managers and frontline staff in a calm, effective manner.
Required Qualifications
- Bachelor's degree in Human Resources, Business Administration, or related field
- 5+ years of HR experience with substantial payroll administration experience (ADP preferred)
- Experience in a unionized work environment and knowledge of labor relations
- Familiarity with FMLA, CFRA, wage and hour regulations (state and federal)
- Proficiency in HRIS systems and Microsoft Excel (pivot tables, reporting)
- HR certification preferred
- Valid California Driver's License
