Job Summary
Develop and oversee the City's human resources policies, recruitment processes, and employee relations programs while ensuring full compliance with labor laws. Manage benefits administration, compensation planning, and performance management systems, including salary surveys and pay equity analysis. Supervise the HR Generalist, handle employee grievances, and maintain accurate, confidential employee records. Forecast the HR budget and recommend operational improvements based on industry trends. This role serves on the City's leadership team for a municipal organization with over 385 employees.
Required Qualifications
- Bachelor's degree in human resources management, business administration, or a related field
- Minimum of 5 years of experience in human resources management, preferably in a municipal or government setting
- Demonstrated knowledge of employment laws and regulations, including FMLA, ADA, FLSA, and EEOC
- Excellent communication skills, both oral and written, with the ability to effectively communicate complex information to diverse audiences
- Strong analytical and problem-solving skills, with the ability to think strategically and creatively
- Demonstrated ability to work collaboratively with all levels of the organization, including elected officials, department heads, and employees
- Strong leadership and management skills, with the ability to motivate and inspire staff
- Valid driver's license and reliable transportation
Desired Qualifications
- SHRM-SCP or SPHR certification preferred
