Job Summary
Manager, HR & Labour Relations for BWXT Canada overseeing Cambridge and Owen Sound manufacturing facilities. Lead HR and LR strategies across union and non-union groups; own collective bargaining, grievance resolution, and arbitration preparation; partner with operational leaders to align staffing with production goals; oversee talent acquisition, onboarding, and leadership development; serve as liaison with United Steelworkers (USW); drive workforce planning, attendance management, and immigration processes (OINP/LMIA); coach four direct reports and collaborate with EHS, HR COEs, and communications teams to support talent strategy and employer branding. Base salary range noted for Ontario; emphasizes hybrid schedule and comprehensive benefits and professional development opportunities.
Required Qualifications
- 10+ years of HR and labour relations experience, including talent acquisition, labour relations, grievance handling, arbitration prep, and collective bargaining (ideally with USW or similar unions)
- University degree in HR, Labour Relations, or a related field; MIR is an asset
- Strong knowledge of Ontario labour and employment legislation (ESA, OHSA, Labour Relations Act, Human Rights Code, and AODA)
- Experience in workplace investigations, conflict resolution, and disciplinary processes
- Experience in workforce planning, staffing, and attendance management in a unionized manufacturing environment
- Proven leadership experience, including coaching, performance management, and building collaborative teams
- Strong facilitation, negotiation, and communication skills; ability to influence with data-supported recommendations
- Experience supporting change management and driving continuous improvement initiatives
- Ability to lead recruitment strategies for both unionized and non-union roles
- Experience with immigration processes (OINP and LMIA) and support for temporary foreign workers
- Bachelor’s degree in HR, Labour Relations or related field; MIR is an asset
- Experience partnering with operations and HR teams on workforce planning and staffing
- Ability to manage and coach four direct reports
- Strong knowledge of union relations and collective bargaining cycles
- Ability to collaborate with EHS, HR COEs, disability management, and communications teams
- Experience with employee relations programs and employee branding initiatives
- Experience in a manufacturing setting with shift-based operations
- Awareness of government programs and community partnerships for talent pipelines
- Experience with reporting on grievance trends and workforce data
- Comfort with a flexible hybrid schedule and inclusive workplace environment
