Job Summary
Plan, organize, and direct all aspects of the human resources department, overseeing hiring, onboarding, retention, termination, and legal compliance. Develop and administer personnel policies, pay structures, and training programs while managing the fringe benefit program and annual re-enrollment. Conduct disciplinary meetings, coordinate grievance procedures, and lead the Management Bargaining Committee. Oversee accurate personnel records, EEOC compliance, and workforce analysis surveys. Assist Department Directors with job descriptions and agency compliance for certification reviews. Organize training for supervisors on employment law, recruitment, and safety. Monitor the Employee Assistance Program, manage risk management programs, and ensure proper reporting of workers' compensation claims.
Required Qualifications
- Bachelor's Degree in Human Resources, Business or Public Administration or approved related
- A minimum of three (3) years of manager-level human resource experience
- Human Resources certification
- Effective oral and written communication skills
- Excellent organizational and leadership skills
- Knowledge and use of modern office practices and procedures, including basic computer skills
- Knowledge and use of English language and grammar
- Knowledge and use of appropriate telephone etiquette
- Ability to carry detailed oral and written instructions
- Ability to plan, organize, and supervise work of others and encourage problem solving
