Job Summary
Oversee recruitment, onboarding, and classification for exempt and civil service positions while managing labor relations for more than 18 unions, including contract negotiations and PERB charges. Lead HR analytics, workforce development, and compliance with federal regulations such as DOT medical certification and OSHA Hearing Conservation. Direct five senior HR leaders to execute agency-wide strategies, mediate employee conflicts, and ensure regulatory adherence across Talent Acquisition, Employee Relations, and Workers' Compensation. Provide strategic leadership to align human resources programs with organizational objectives and foster a positive, inclusive workplace culture.
Required Qualifications
- Bachelor's degree from an accredited college or university
- Ten (10) years of full-time professional verifiable experience in Human Resources
- Four (4) years of this experience in a supervisory or management capacity supervising professional-level staff
- Knowledge of state and federal labor laws
- Knowledge of federal and state employment laws
- Knowledge of laws regarding employee benefits
- Knowledge of FTA / DOT Drug and Alcohol Regulations
- Knowledge of effective HR operations
- Ability to develop and execute HR strategies aligned with business objectives
- Strong leadership skills to work closely with executive leadership, Directors and managers and other departments
- Ability to work collaboratively with other city agencies and the Office of the City Attorney
- Ability to communicate clearly and concisely, both orally and in writing
- Ability to be confident and comfortable presenting to regulators, elected officials, the Civil Service Commission, and other stakeholders
