Job Summary

Provide high-quality operational HR support and advice to managers and employees across the organisation. The role requires expertise in change management, TUPE, UK employment law, and delivering generalist HR guidance. It is a hybrid, part-time position (22.2 hours per week) with a minimum in-office commitment of 7.4 hours per week; based at Torbay Council offices in Torquay, Devon. The candidate will work within a small HR team to advise on a full range of HR matters, influence decisions, and support unions and external partners where appropriate. Key skills include analysis and research, stakeholder engagement, policy interpretation, risk management, and effective communication across diverse audiences.

Required Qualifications

  • Educated to degree level or equivalent
  • CIPD Level 7 or equivalent
  • Significant experience in HR providing specialist and strategic advice to Employees, Managers and external customers
  • Expert knowledge of UK Employment Law and Legislation
  • Thorough understanding of GLPC and Hay Job Evaluation Schemes
  • Significant experience working with trade unions including consultation and negotiation
  • Experience in managing complex employee relations issues, interpreting legislation, and managing risk
  • Excellent communication skills and ability to communicate to diverse audiences
  • Ability to prioritise workload and meet changing deadlines
