Job Summary

Consult with management on human resource-related issues, suggest new HR strategies, and provide guidance on employee relations, labor relations, and conflict resolution. Evaluate and anticipate workforce needs, then communicate requirements to department management while serving as the primary contact for counseling and advice on performance evaluations and contract interpretation. Conduct internal investigations related to personnel rule violations, write summary findings with recommendations, and assist in resolving complex labor and grievance issues. Educate leaders on best practices and compliance with federal, state, and local laws, then analyze data to build consensus on organizational development and succession planning. Partner with other HR divisions to implement initiatives including unit restructuring and training, while preparing clear reports and policies to ensure regulatory compliance.

Required Qualifications

  • Graduation from an accredited four-year college or university with a bachelor's degree in Human Resource Management, Business Administration, Public Administration or closely related field
  • Five or more years professional experience in human resource management
  • Emphasis in employment law

  • Emphasis in resolution of complex employee relations issues
  • Ability to handle sensitive and confidential situations and information with discretion and professionalism
  • Highly developed communication (verbal, written, listening and presentation) and strong interpersonal skills

  • Ability to engage in crucial conversations when delivery or receipt of the message content is difficult and challenging
  • Demonstrated ability to empathize and reason with people in situations that are often sensitive and stressful
  • Ability to collect and analyze data/trends and make appropriate recommendations to further assigned department's goals

Desired Qualifications

  • Experience providing HR or administrative support in a law enforcement or public safety agency
  • Master's degree in Public Administration, human resources, or related field
  • Professional certification including Human Resources Professional (PHR or SHRM-CP) or Senior Professional in Human Resources (SPHR or SHRM-SCP)
