Job Summary

Strategic HR Business Partner role focused on Corporate Services & Organizational Development within the County of Essex. You will provide advisory support on employee and labour relations, lead workplace investigations, support grievance and collective bargaining preparations, and drive organizational development initiatives including leadership development, change management, policy development, and succession planning. The role emphasizes collaboration with leadership to enhance employee engagement, ensure compliance with employment legislation and collective agreements, and deliver HR projects across a public-sector environment. The position is primarily office-based with occasional travel across Windsor-Essex; a valid Ontario driver’s license, PIC, and ability to travel are required. The role offers a full-time permanent placement, competitive band 6 salary, OMERS benefits, and professional development opportunities.

Required Qualifications

  • University degree in Human Resources, Labour Relations, Business Administration, Public Administration, or a related field
  • Certified Human Resources Professional (CHRP) or Certified Human Resources Leader (CHRL) designation is preferred
  • Minimum of five (5) years of progressively responsible Human Resources experience, preferably in a unionized and/or public sector environment
  • Demonstrated experience conducting workplace investigations and supporting employee and labour relations matters
  • Experience supporting organizational development initiatives, leadership development, policy development, and organizational change
  • Municipal sector experience is considered an asset
  • Advanced knowledge of employment legislation, labour relations principles, collective agreement administration, and Human Resources best practices
  • Strong knowledge of workplace investigations, conflict resolution, attendance management, and performance management practices
  • Excellent consultation, facilitation, relationship-building, and leadership skills
  • Strong analytical, problem-solving, organizational, and decision-making abilities
  • Exceptional written and verbal communication skills, including policy and report writing
  • Ability to manage multiple priorities and complex issues in a fast-paced environment
  • Strong political acuity, judgment, discretion, and professionalism when handling confidential matters
  • Advanced proficiency in Microsoft 365 and Human Resources information systems
  • Demonstrated ability to support organizational change and continuous improvement initiatives
  • Knowledge of Occupational Health and Safety Act requirements and workplace obligations
  • A valid Class “G” Ontario driver’s license and access to a reliable personal vehicle for work-related purposes
  • Ability to provide a Ministry of Transportation Driver Abstract
  • Must provide a Police Information Check (PIC)
