Job Summary
Manage benefit enrollments, changes, and terminations for District employees and retirees across health, dental, disability, spending accounts, 403(b), and COBRA plans. Collaborate with consultants and carriers to design, evaluate, and modify benefits policies ensuring legal compliance and competitive market positioning. Coordinate annual open enrollment, educate new hires on eligibility and documentation, and remove dependents aging off plans or retirees transitioning to Medicare. Provide timely guidance to employees via written and verbal communications, update the District website with current materials, and present at orientation programs. Maintain open lines with retirement systems, oversee billing reconciliation, and complete regulatory reporting under the direction of the Manager, Total Rewards.
Required Qualifications
- Bachelor's Degree in Human Resources, Business/Public Administration, Communications, or related field
- At least 5 years of progressively responsible experience in the administration of employee benefits
- Working knowledge of compensation programs and processes
- Excellent organizational skills
- Ability to research information, solve problems and recommend solutions
- Proficiency in the use of computers and benefits and/or HR related software
- Clear oral and written communication skills including excellent listening ability
- Ability to convey information accurately
- Ability to complete detailed work and analysis in a timely and accurate manner
- Thorough understanding of benefits administration
- In-depth understanding of leave policies, as well as state and federal laws governing leaves
- Solid understanding of state and federal employment laws and regulations, and compliance requirements
Desired Qualifications
- Benefits related certification (Certified Employee Benefit Specialist; or Group Benefits Associate certification from the International Foundation of Employee Benefit Plans; or Certified Benefits Professional from World at Work; or Professional in Human Resources through the Human Resources Certification Institute - PHR; or Society for Human Resource Management – Certified Professional – SHRM-CP)
