HSSE MANAGER (Health, Safety, Security and Environment)

Job Summary
Provide visible leadership to promote a proactive HSSE culture and enforce the Stop Work Authority across the mine site. Lead the development and continuous improvement of the HSE Management System aligned with ISO 45001 and ISO 14001 standards while monitoring performance indicators and reporting on incidents and audit findings. Conduct structured root cause analyses for high-risk events, maintain the site Risk Register, and verify task-based risk assessments for blasting, confined space entry, and hot work. Perform regular workplace inspections across operational areas and manage contractor HSSE frameworks through prequalification, audits, and performance evaluation. Liaise with suppliers for HSE equipment maintenance and report operational risks to senior management. Requires a NEBOSH International Diploma, 10+ years in heavy industry HSE leadership, and experience with Omani regulatory compliance.
Required Qualifications
- NEBOSH International Diploma in Occupational Health & Safety (or equivalent)
- Bachelor of science in Occupational Safety, health, and environment
- Minimum 10 years of experience in HSE management
- At least 3 years in a senior or supervisory HSE leadership position within heavy industry (mining, quarrying, construction, oil & gas, or similar high-risk operations)
- Demonstrated experience in implementing and maintaining HSE Management Systems aligned with Omani legal requirements, including Ministry of Labour regulations and Environmental Authority compliance obligations
- Experience liaising with Omani regulatory authorities and supporting site inspections, audits, and reporting requirements
- Strong experience in contractor HSE management within multi-contractor environments
- Practical experience in incident investigation, risk assessment, and emergency response coordination in operational environments
- Competent in health and safety documentation management, including preparation of procedures, risk registers, reports, regulatory submissions, and audit documentation
Desired Qualifications
- ISO 45001 and ISO 14001 Lead Auditor certifications
- Proven experience in establishing and developing HSE teams, systems, and site-based safety culture during project development, construction, commissioning, or operational start-up phases
- Experience in coordinating or overseeing site security operations, including management of security contractors, access control systems, and asset protection in industrial or remote site environments
- Experience overseeing or coordinating industrial site security operations, including management of security personnel, access control systems, and asset protection
