HSE Manager (Client Side – Civil Works)

Job Summary
Lead and oversee all Health, Safety, and Environmental activities on behalf of the client for a factory construction project in Duqm. Ensure contractors comply with project HSE requirements, procedures, and local regulations by conducting site inspections, audits, and safety walks. Review and approve HSE plans, risk assessments, and method statements while verifying worker training and induction compliance. Investigate incidents and near misses to drive root cause analysis and corrective actions, enforce permit-to-work systems, and liaise with local authorities. Stop unsafe work immediately when necessary to maintain a proactive safety culture.
Required Qualifications
- Bachelor's degree in Engineering, Environmental Science, Occupational Health & Safety, or related field
- Minimum 8–10 years of HSE experience in construction projects
- Experience in large-scale industrial or factory construction projects
- Strong knowledge of international HSE standards (e.g., ISO 45001, ISO 14001)
- Fluent in English (spoken and written)
- Familiarity with Omani HSE regulations and standards
Desired Qualifications
- Experience working in the Middle East is preferred
- Professional HSE certification (e.g., NEBOSH, IOSH) is highly desirable
- Strong leadership and communication skills
- Ability to influence contractors and enforce compliance
- Ability to work under pressure and manage critical situations effectively
- Experience managing multiple contractors on complex projects
- Strong incident investigation and reporting skills
