HSE Engineer

Job Summary
Develop and implement site-specific HSE plans; conduct daily site inspections and risk assessments in oil and gas environments; manage and enforce Permit-to-Work (PTW) for hot work, confined space entry, and heavy lifting; lead toolbox talks and deliver HSE inductions; supervise PPE usage and maintenance; lead incident and near-miss investigations with root-cause analysis and corrective actions; maintain HSE documentation including accident logs, training records, and inspection checklists; act as onsite liaison for emergency response including fire-fighting systems, evacuations, and medical first-aid; regularly audit site activities against PEC OSH Code of Practice (2025) and client-specific safety standards; prepare and submit periodic HSE progress reports to project management and the corporate QHSE department.
Required Qualifications
- Bachelor’s Degree in Engineering, Environmental Science, or a related field
- Minimum of 5 years of professional experience in HSE, with a proven track record in the oil and gas or major industrial construction sector
- NEBOSH IGC, IOSH, or equivalent certifications are mandatory
- Strong leadership, interpersonal, and communication skills
- Ability to manage and train a multi-disciplinary team of workers and subcontractors
