Job Summary
HSE Center of Excellence (COE) Manager responsible for developing, enhancing, implementing, and sustaining enterprise-wide Health, Safety, and Environmental (HSE) systems, standards, and governance across a multi-basin asset base. Partners with Operations, Wells, Engineering, Maintenance, Facilities, Environmental, and Corporate leadership to strengthen operational risk management and drive continuous improvement in HSE performance. Leads standardized risk management processes, incident investigations, audits, and governance to prevent serious injuries, process safety events, and fatalities. Leverages HSE data, dashboards, and leading indicators to provide visibility into performance and drive actionable insights; ensures alignment with regulatory requirements and industry standards; fosters a strong safety culture and organizational capability through training and leadership development.
Required Qualifications
- 10+ years of HSE experience in upstream oil and gas
- Bachelor’s degree in Occupational Safety, Environmental Science, Engineering, or related field preferred
- Experience supporting multi-site or multi-basin operations is preferred
- Demonstrated experience developing, implementing, and advancing enterprise HSE/Operations Management Systems
- Experience leading cross-functional initiatives and driving organizational change in complex operational environments
- Strong working knowledge of HSE/Operations Management Systems; ability to design, implement, and improve enterprise-wide HSE programs and governance processes
- Strong understanding of operational risk management principles, including hazard identification, risk assessment, barrier management, and process safety
- Experience with data analytics, dashboards, and leading indicators to drive proactive risk management
- Familiarity with OSHA, EPA, DOT and state agencies (e.g., Texas RCC, TCEQ)
