Job Summary
Conduct job analyses to identify core competencies and develop crediting plans for federal positions. Prepare and post vacancy announcements in USAJOBS, adjudicate minimum qualifications and veteran preference eligibility, and update applicant records with detailed qualification notes. Coordinate onboarding activities, process personnel actions including SF-50s, and issue referral certificates to selecting officials. Execute non-routine staffing actions such as time-limited promotions, career ladder advancements, and reinstatements while ensuring compliance with federal HR laws and OPM guidance. Serve as a technical advisor on recruitment strategies and workforce planning, maintaining accurate documentation for audit readiness. Requires five years of federal staffing experience and DE certification.
Required Qualifications
- 5 years of experience as a Federal Staffing Specialist
- Delegated Examining (DE) Certification
- Knowledge of Priority Eligibilities such as ICTAP/CTAP/RPL
- Knowledge of applying (SAA) Superior Academic Achievement
- Knowledge on reading college transcripts to determine OPM Basic Education Requirement/Applying OPM Quals standard
- Knowledge on reviewing (SF) Standard Form 50 to determine applicant status to determine if applicant is eligible for Fed Comp/Fed-Non-Comp
- Ability to work in a fast pace environment with high volume Qualification reviews, and short turnaround
- Ability to be flexible with shifting work priorities
- Working knowledge in using USAS, to create applicant list based on competitive and non-competitive eligibilities filters
- Knowledge of how to determine Time-In-Grade
- Interpret and apply federal HR laws, regulations, and OPM guidance to ensure compliance in all staffing decisions
