Job Summary

The HR Specialist, People Policies will provide substantive expertise on formulating, applying, and interpreting UN Staff Regulations and UNDP HR policies and procedures, focusing on people transactional and advisory services (benefits/entitlements, contractual management, staff support). Responsible for risk-based policy analysis, waivers and discretionary decisions, and advising management on policy interpretation. Collaborates with BMS/OHR and other units (GSSC, HR, and field offices) to develop and maintain HR policies, staff wellbeing programs, and guidance for personnel management; supports translation of HR management principles into practical practices across core HR services including performance management, recruitment, career development, duty of care, and entitlements. The role involves policy development/guidance, preparing submissions, coordinating with legal services, and representing UNDP in interagency HR collaborations while driving People for 2030 strategy and cross-functional HR initiatives.

Required Qualifications

  • Advanced university degree (master’s degree or equivalent) in HR Law/HR Management/International Development/Corporate HR Law or related field, or a bachelor’s degree with additional two years of qualifying experience
  • Minimum seven (7) years (with master’s) or nine (9) years (with bachelor’s) of relevant professional experience in HR management, law, or related field
  • Experience in a similar role within an international organization or substantial international HR experience
  • Familiarity with UN/UNDP Rules and Regulations; experience with UN Common System is an advantage
  • Proficiency in English; working knowledge of another UN language desirable
  • Experience with HR policy development, benefits and entitlements, contract management, and staff wellbeing
  • Experience performing extensive HR research and analysis; strong policy guidance and advisory capabilities
  • Strong analytical, communication, and cross-functional collaboration skills
  • Ability to liaise with UN Resident Coordinators Offices and UN agencies/entities for guidance on contractual arrangements
  • Proven ability to draft HR policies and provide risk-based HR policy advice
