Job Summary
HR & Payroll Manager will lead end-to-end recruiting and onboarding, manage payroll and contractor payments, maintain HR compliance across states, administer benefits and employee relations, and build scalable HR processes and documentation. This role collaborates with the North America lead, legal, finance, and external payroll/accounting partners; supports HRIS/ATS implementations, HR metrics reporting, and cross-border coordination with China-based teams. The ideal candidate is proactive, detail-oriented, able to identify gaps, improve systems, and help scale the organization. Responsibilities include full-cycle recruitment and onboarding, onboarding/offboarding processes, payroll administration for employees and 1099 contractors, payroll tax withholding with external providers, benefits enrollment and leave tracking, maintaining personnel files in compliance, employee relations, policy/documentation development, HR systems automation, and regular HR metrics reporting.
Required Qualifications
- Bilingual in Mandarin and English REQUIRED
- 2+ years of hands-on U.S. HR and payroll experience
- Direct experience processing payroll and managing contractor vs. employee classification (W-2 vs. 1099)
- Proficiency with payroll, HRIS, ATS, or accounting tools (Gusto, ADP, Rippling, QuickBooks, Xero)
- Strong understanding of U.S. federal/state employment laws, wage and hour rules, I-9 and tax form compliance
- Excellent written and verbal communication in English; professional discretion with confidential data
- Ability to work onsite 5 days per week in Pasadena, CA
- Authorized to work in the United States without employer sponsorship
