Job Summary
Identify and secure affordable rental housing units for participants, conduct detailed inspections to ensure program standards, and provide rental subsidies for those facing financial burdens. Establish relationships with landlords, educate property managers on guidelines, and advocate for clients to resolve housing issues. Assist participants with moving expenses and secure necessary home supplies while maintaining comprehensive client files and completing monthly reports. Collaborate with the Housing Medical Case Manager to help clients apply for permanent, affordable housing and educate them on tenant rights. Participate in staff meetings, training sessions, and intensive coaching in financial management. Work flexible hours including evenings and weekends to support the mission of retaining clients in HIV medical care and securing permanent housing within 48 months.
Required Qualifications
- Licensed Professional Counselor (LPC)
- Bachelor's degree in human services or a related field
- Three or more years of experience in providing housing counseling and services
- Experience managing a caseload of 20 participants
- Strong understanding of Housing First and trauma-informed care principles
- Proficiency in using a Coordinated Entry platform for housing applications
- Knowledge of housing inspection processes
- Demonstrated ability to work with diverse populations, including different gender orientations, and sexual, racial, ethnic, and economic backgrounds
- Knowledge of Philadelphia-specific housing, financial, and vocational resources
- Thorough understanding of medical and psychosocial issues related to HIV infection, homelessness, and poverty
- Willingness to work flexible hours, including evenings and weekends
- Experience or willingness to develop competency in financial counseling
