Job Summary

Housing Contract Specialist for Baltimore City Mayor’s Office of Homeless Services: determine housing eligibility for the Housing Assistance Program (HAP) under HOPWA, recertify clients, conduct informal hearings on tenant program violations, issue housing vouchers, generate and track inspection requests and inspections, determine rent reasonableness, prepare landlord contracts and related correspondence, maintain client files in HAPPY, generate reports, provide technical assistance to service providers and property managers, modify Administrative Manual and SOPs, and collaborate with staff to ensure program success. Requires a bachelor’s degree (or 1 year of human services work with an associated degree) and relevant experience; strong communication, organization, and knowledge of HUD regulations and HAPPY databases. Proficiency with Microsoft Office and ability to manage multiple tasks and maintain records; background check and probation requirements apply.

Required Qualifications

  • Bachelor’s degree from an accredited college or university OR equivalent combination of education and experience including associate’s degree in social work, human services and/or related field; career experience in social services, supportive housing, or work with persons with disabilities.
