Job Summary
Oversee and manage overall engineering and design for conventional and design-build road and highway projects, supervising the civil design team's technical deliverables from design through construction. Ensure highest quality engineering meets all design criteria while meeting project schedules and PennDOT standards. Identify new business opportunities with regional contacts, participate in the proposal process, and remain technically hands-on throughout the project lifecycle. Lead the team to influence growth and direction while maintaining high leadership visibility. This role is part of Parsons' Critical Infrastructure team, which has designed and delivered over 100,000 miles of roadway globally. The position requires a PA PE license, 15+ years of heavy transportation infrastructure experience, and familiarity with current project management certification requirements.
Required Qualifications
- 4-year degree in Project Management or Civil Engineering related technical/business field
- At least 15+ years of design and project management delivery experience on heavy transportation infrastructure projects
- Experience meeting operations business goals, client management, win strategies, bid preparation
- Must have a proven track record of successful delivery for road/highway projects according to PennDOT standards – conventional and design/build project execution
- Experience working in the Pennsylvania transportation markets
- PA PE is required
- Incumbent must meet Parsons' project management certification requirements
- Proven ability to perform in a management capacity
- Excellent written and oral communications
- Thorough knowledge of industry practices and regulations
- Knowledgeable of current technology and how it can be effectively utilized on the project
Desired Qualifications
- Design-Build Project Experience is not a requirement but is a major plus
