Job Summary
Oversee QA processes, chain of custody, and inventory management for HIV, HCV, and STI testing operations while conducting direct participant counseling, sample collection, and risk reduction education. Coordinate and supervise testing events, staff scheduling, and special community outreach including mobile testing and health fairs in collaboration with partners like SFDPH and the SF AIDS Foundation. Lead evaluation activities, prepare audit reports for contract funding entities, and ensure full compliance with HIPAA, contractual obligations, and regulatory standards. Maintain daily temperature logs, run monthly controls, and submit test batches to appropriate partners while managing perishable medical supplies.
Required Qualifications
- 2-3 years of equivalent work experience providing HIV/HCV/STI prevention education, phlebotomy, and/or testing to similar populations
- equivalent combination of education (bachelor's degree in public health or related field) and direct service experience
- Minimum of 2-3 years of supervisory experience in a clinical, public health, or community-based setting
- direct oversight of full-time staff
- Experience supervising staff in a unionized environment
- Current California State Phlebotomy Technician I (CPT-1) certification
- ability to obtain California State Phlebotomy Technician I (CPT-1) certification within 6 months of hire
- CA Rapid HIV/HCV Test Counselor certification
- ability to obtain CA Rapid HIV/HCV Test Counselor certification within 6 months of hire
- Basic Life Support (BLS) certification
- ability to obtain Basic Life Support (BLS) certification within 3 months of hire
- Demonstrates understanding of Harm Reduction as a public health model for social justice
- Familiarity with social determinants of health (SDOH) and how they impact people experiencing homelessness and other marginalized populations
- Strong communication skills and the ability to build rapport/trusting relationships with diverse populations
- Experience with venue-based testing and street-based settings (mobile testing, SROs, health fairs)
- Experience working with people who use drugs (PWUD) and people living with HIV/HCV
- Knowledge of motivational interviewing techniques, counseling principles, and health education
- Comfortable working in an environment with potential exposure to bloodborne pathogens (with appropriate PPE)
- Experience coordinating, implementing, and evaluating service delivery with community providers
- Ability to implement Health Access / Harm Reduction Program objectives and activities

Desired Qualifications
- Experience with CLIA-waived and moderate complexity testing in an outpatient setting
- Experience facilitating mobile testing, SROs, health fairs, and health access special events
- Bachelor's degree in public health, clinical laboratory science, or related field
- Bilingual in English and Spanish, Cantonese, Russian, or ASL
