Job Summary
Define and own the end-to-end regulatory compliance strategy for UKFE and the STEP programme, acting as the single authoritative voice on all regulatory matters. Lead senior-level engagement with regulators and government to build trust-based relationships, while providing evidence-based advice to the Board and Executive team on risks, opportunities, and constraints. Build and lead a high-performing regulatory team, design a future-proof operating model, and ensure all permissioning, consenting, and approval activities are coherent and auditable. Monitor compliance arrangements for continuous improvement and integrate regulatory engagement with programme planning to maintain credibility as the STEP prototype progresses toward 2040.
Required Qualifications
- Strong senior leadership experience
- Extensive experience of regulatory engagement with bodies such as the Environment Agency, HSE, UK Government departments, and local authorities
- Experience of nationally significant infrastructure projects, Development Consent Orders, or complex planning and consent regimes
- Excellent stakeholder management and influencing skills
- Ability to operate effectively under pressure in high‐profile, high‐scrutiny environments
- High standards of integrity, professionalism, and ethical practice
- Ability to complete an online Baseline Personnel Security Standard (BPSS), including the Disclosure & Barring Service (DBS) checks for criminal convictions

- Experience in complex, collaborative, multi‐partner programmes
- Membership of, or qualification through, relevant professional bodies
