Job Summary
Lead new work through trust, partnership, and genuine understanding of client needs by achieving target contract value dollars and developing deep customer intimacy. Forge and maintain relationships with agency stakeholders, primes, and strategic partners while staying abreast of procurement initiatives like GSA's OneGov and large IDIQs. Establish and pursue strategic growth initiatives by monitoring federal and state digital services modernization markets to proactively identify trends and adapt capture strategies. Continuously develop capture and proposal processes using the Shipley framework, ensuring all proposals follow a repeatable process with distinct voices that address clients' true pain points. Leverage technical knowledge of SMEs to define response outlines and anticipate how AI reshapes digital services procurement.
Required Qualifications
- 4+ years leading end to end business development and capture efforts in the federal government digital services market
- Demonstrated fluency of user research, human-centered design, and agile delivery within a government context
- High familiarity with the latest procurement approaches emerging from GSA and across the federal and state markets
- Prior experience building, coaching, and supporting high-performing business development and account managers
- Exceptional relationship and partnership management skills, including proactive communication, building trust, setting context, negotiation, and empathy
- Attention to detail including accountability, organization, and a project management mindset
- Strong collaboration and communication skills
- Comfortable working and effectively managing teams within a fully remote environment
- Must be eligible to work in the U.S.
- Must be able to pass a federal background check
- Must live and work within the contiguous U.S.
