Job Summary
Conduct quality control analysis for all Housing Choice Voucher program processes, reviewing operations against HUD, federal, and local regulations. Research program rules and regulatory bulletins to detect errors, inconsistencies, and opportunities for improvement. Prepare comprehensive reports summarizing findings and outcomes for departmental planning. Monitor identified issues, ensure timely resolution, and escalate unresolved matters to appropriate personnel. Interview participants for Section 8 assistance, verify eligibility, and issue proposed termination notices for program violations. Schedule and facilitate informal hearings with residents while maintaining up-to-date termination tracking reports. Review resident data from Dual Subsidy and New Hire reports, conduct quality control audits of housing program files, and verify rent calculations and documentation. Collaborate with relevant staff to resolve tax credit file discrepancies and ensure all client files meet HUD federal regulations and internal standards.
Required Qualifications
- High School diploma or GED
- Two years of college course work from an accredited college or university
- Bachelor's degree in Business Administration, Public Administration, Accounting, Sociology, Psychology or a related field
- Three years of experience in public housing, HCV program, case management, apartment management, or an equivalent combination of college course work and higher education
- Housing Choice Voucher Specialist Certification
- Knowledge of HUD policies, and other Federal, state and local laws, rules and regulations related to low-income housing and Housing Authority of Savannah's policies
- Knowledge of general office practices and procedures, business English and basic mathematics
- Ability to establish and maintain effective working relationships with landlords, owners, subordinates, supervisors, residents, Authority employees, and the general public
- Excellent communication and interpersonal skills
- Ability to communicate with and relate to persons of diverse backgrounds and abilities and to establish and maintain effective working relationships with participants, landlords and the public
- Ability to complete complex and detailed tasks in a timely manner
- Ability to plan and prioritize work
- Bondability
- Valid driver's license
- Eligibility to be covered under the Authority's fleet auto insurance
- Must be able to work independently, performing complex work in an accurate and timely manner without close supervision
- Must be able to handle interpersonal situations involving conflicts between assisted participants and landlords, with skill and professionalism
- Ability to use normal tact and professional courtesy
- Above-average tact and courtesy
