Job Summary
Lead the administration of federal, state, and local grant programs from funding strategy and award through implementation, compliance, reimbursement, reporting, and closeout. Serve as a trusted advisor to clients by interpreting regulations, evaluating compliance risks, and recommending solutions that protect funding eligibility. Independently manage assigned grant programs by establishing priorities, coordinating stakeholders, and ensuring projects meet budget and schedule requirements. Prepare and oversee grant applications, financial reports, and supporting documentation for accuracy. Monitor expenditures and recommend corrective actions or funding strategies. Interpret procurement requirements, labor standards, and other compliance obligations while serving as the primary resource for clients and project teams. Develop relationships with funding agencies, public officials, and community partners to support business development and identify future funding opportunities.
Required Qualifications
- Bachelor's degree in public administration, business administration, finance, accounting, planning, community development, political science, or a related field
- At least four years of progressively responsible experience administering federal, state, or local grants, government-funded programs, or comparable public-sector projects
- Current possession of the professional license or certification required for the position, or the ability to obtain it within one year of employment
- Demonstrated ability to independently interpret grant requirements and regulations, advise clients, evaluate compliance risks, and determine appropriate courses of action
- Experience managing grant budgets, reimbursement requests, financial reporting, audits, procurement documentation, and program closeout
- Demonstrated client-management, business-development, presentation, negotiation, and professional relationship-building skills
- Strong written and verbal communication skills, including the ability to present effectively before elected officials, governing bodies, agency representatives, clients, and members of the public
- Ability to independently manage multiple complex programs, exercise sound professional judgment, meet critical deadlines, and travel to client and public meetings, including occasional evening meetings
Desired Qualifications
- Working knowledge of applicable grant requirements, including 2 CFR Part 200; experience with CDBG, Davis-Bacon, or comparable federal programs is strongly preferred
