Grant Budget Manager

Job Summary

Manage and coordinate grants for TPM Subdivisions, developing proposals and ensuring federal language compliance. Coordinate modifications, spending plans, and responses to OMB Q&A while monitoring project progress for administrative actions like time extensions and closeouts. Provide support across multiple operating budgets and financial plans, assisting with end-of-year exercises, roll exercises, accruals, and revenue projections. Prepare quarterly claims and progress reports for the Grants Administration. Optionally assist with procurement and management of data collection contracts by liaising with DOT project managers, NYMTC, NYSDOT, and other stakeholders.

Required Qualifications

  • Serving permanently in the title of Administrative Staff Analyst-NM or be reachable on the open competitive civil service list for Exam No. 9058
  • Master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field
  • Two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff ...
  • 18 months of the experience described above must have been in an executive, managerial, administrative or supervisory capacity
  • Supervision must have included supervising staff performing professional work in the areas described above
  • Baccalaureate degree from an accredited college
  • Four years of professional experience in the areas described in '1' above
  • 18 months of executive, managerial, administrative or supervisory experience, as described in '1' above
  • Reside in NYC for the first two years of employment

Desired Qualifications

  • Strong computer skills in Microsoft Excel, Word, Outlook, and Adobe Acrobat
  • Solid experience and knowledge of the city's budget processes
  • Experience in submission of FTA and FHWA grant claims
  • Knowledge and experience in the City's Financial Management System (FMS) and Info Advantage reports, PassPort and CHRMS reports
  • Good interpersonal and communication skills and abilities to work effectively and responsibly with internal and external parties for follow-ups and tasks completion
