Job Summary
Lead and coordinate government-finance initiatives for Rakuten Mobile, working with global sales to negotiate project formation with ministries and agencies, prepare proposals to secure financial support, manage budgets and audits, and report project status to government bodies. Requires extensive government-facing experience, strong Japanese communication, project-management capabilities (PMP preferred), and English proficiency to engage with international stakeholders. Regular duties include coordinating with internal teams, drafting proposals, and ensuring compliance with laws and regulations in project implementation.
Required Qualifications
- At least 10 years of practical experience, including at least 3 years of government service or at least 3 years of government-related work
- Native Level of Japanese Language
- Communication skills for negotiating and coordinating with internal and external stakeholders
- Looking for candidates who can coordinate with sales representatives and negotiate with government ministries and agencies
- Experience with preparing proposals to secure financial support from ministries and agencies
- Experience in budget management and risk management including audit response
- Ability to report project status to ministries and agencies
- English proficiency ( TOEIC 600 or equivalent ) and English-nization alignment per Rakuten policies
