Job Summary
Monitor SAM.gov and public-sector procurement portals to identify opportunities aligned with workforce intelligence services. Review solicitation documents, summarize requirements, and evaluate strategic fit, eligibility, and delivery risks. Coordinate proposal development by assembling teams, gathering past performance, and ensuring compliance with evaluation criteria. Manage proposal submission through government portals and maintain an organized library of reusable content. Administer contracts by tracking deliverables, milestones, invoices, and closeout requirements while communicating with contracting officers. Maintain accurate records, monitor registration status, and escalate high-risk terms to leadership. Prepare status reports for executive leadership and improve internal contracting procedures.
Required Qualifications
- 3+ years of direct experience in U.S. government contracting, procurement, proposal management, or contract administration
- Experience working with federal, state, or local government solicitations and contracts
- Demonstrated ability to review RFPs, RFQs, RFIs, sources-sought notices, and related procurement documents
- Working knowledge of SAM.gov and government procurement portals
- Familiarity with Federal Acquisition Regulation principles and common government contract requirements
- Experience developing compliance matrices, proposal schedules, and submission checklists
- Strong written and spoken English
- Excellent organizational, analytical, and project-management skills
- Exceptional attention to detail and ability to manage multiple deadlines
- Ability to communicate professionally with U.S. government officials, executives, consultants, and business partners
- Strong judgment when evaluating compliance requirements, contractual risks, and submission requirements
- Reliable high-speed internet connection and a professional remote workspace
- Must have regular availability during U.S. Eastern Time business hours
- Occasional additional availability may be required around proposal deadlines or contract deliverables

- Experience in one or more of the following areas: Professional services contracts
- Experience in one or more of the following areas: Government proposal writing
- Experience in one or more of the following areas: IDIQ, task-order, or multiple-award contracts
- Experience in one or more of the following areas: Subcontractor and teaming agreement coordination
- Experience in one or more of the following areas: Government contract invoicing, reporting, and closeout
- Certifications such as CPCM, CFCM, CCCM, APMP, PMP, or similar
