Job Summary
Manage all SCM cost volume activities by compiling cost, schedule, and technical elements for proposals aligned with RFP specifications. Lead a team of buyers to obtain accurate quotes, review them, and upload data into costed Bills of Materials. Support bid and proposal activities across Armament Systems programs, including USG certified proposals and commercial international customer submissions. Develop cost models, analyze historical data, and create outlines and compliance matrices to drive proposal efforts. Coordinate management reviews of supplier price analysis and commercial item determinations while training engineers on technical evaluation methods. Establish and negotiate material budgets, create accurate ROM estimates for "what if" analysis, and maintain a current supplier quote database. Identify strategies to reduce costs and manage risk through strategic negotiations and targeted proposal execution.
Required Qualifications
- U.S. citizen and ability to obtain DOD Secret clearance
- Must have 9 years of related experience that includes a background in Supply Chain Management
- Experience in bidding to different contract types (FFP, CPFF, CPIF, T&M)
- Working Knowledge of FAR, DFARs and other Government procurement regulations as they pertain to bid/costing proposals
- Experience with USG certified proposal creation, documentation and submittal
- Experience working with cross-functional teams
- Extensive experience in creating Priced Proposal BOMs, Supply Chain Labor BOEs and Risk/Opportunities
- Experience in proposal analysis and negotiation of major subcontracts
- Ability to be flexible, innovative, work with speed and agility to drive tasks to completion
- Must be able to travel as required (up to 10% of the time)
- Must have 12 years of related experience that includes a background in Supply Chain Management
- Will consider a Bachelor's degree and 5 years of experience, or Master's degree and 3 year of experience
- Will consider a Bachelor's degree and 8 years of experience, or Master's degree and 6 year of experience
- Proficient with Microsoft Excel

- Preferred – A&D industry experience
