Job Summary
Execute the Bank's wholesale funding strategy by managing sources such as Federal Home Loan Bank advances, brokered deposits, and federal funds purchased. Oversee pledged collateral and borrowing capacity across the Federal Home Loan Bank and Federal Reserve Discount Window, including eligibility reviews, pledging, substitutions, and readiness under normal and stressed conditions. Monitor the Bank's liquidity position through daily, weekly, and monthly reporting on survival horizons, available liquidity, and funding concentrations. Prepare baseline and stressed liquidity forecasts, analyze deposit behavior, and recommend actions to address emerging risks. Maintain the Contingency Funding Plan, operational procedures, and documentation while coordinating periodic exercises. Prepare liquidity reporting for the Asset and Liability Committee, executive management, the Board, Internal Audit, and regulators.
Required Qualifications
- Bachelor's degree in Finance, Accounting, Economics, Business, or a related field, or equivalent practical experience
- 10+ years of experience in bank treasury funding, asset and liability management, or liquidity risk management
- Experience working within a commercial bank, community bank, or bank holding company
- Experience executing wholesale funding transactions and managing secured borrowing facilities
- Experience producing liquidity reporting, forecasts, or stress-testing analyses used to monitor compliance with liquidity limits and regulatory requirements
- Must be able to lift 50 lbs
Desired Qualifications
- Experience supporting liquidity stress testing, contingency funding planning, and reporting to an Asset and Liability Committee or Board
- Knowledge of bank regulatory reporting and liquidity guidance, including Call Report requirements
- Advanced spreadsheet and financial modeling skills; familiarity with Bloomberg, asset and liability management platforms such as Empyrean, QRM, Bancware, or similar tools
