Job Summary
Produce direct-perform and subcontracted Fuels + Heavy Civil cost estimates including crew assemblies and production rates based on project scope and mix. Furnish accurate quantity takeoff information to list materials and assess total construction costs. Seek and analyze potential subcontractor and vendor partners to determine best value partnerships and obtain written quotes. Identify, quantify, and evaluate potential risks while developing a plan for operations and a risk matrix with a critical path schedule. Prepare inquiries to clients regarding drawings, specifications, and scopes of work. Interact with a team of professionals from office and field backgrounds to predict questions and discuss potential stumbling blocks prior to bid review. Support constructability reviews through communication with the project team, designers, and subcontractor market. Interact with Operations to support needs after award including bid-day assessments and site conditions differing from scoping documents.
Required Qualifications
- Must have knowledge/experience in fuels systems contracting, preferably including federal clients
- Have working knowledge of what is to be expected from major reoccurring trades in this marketplace
- Should have tank, mechanical, electrical, and civil infrastructure knowledge, and how these systems interact
- Understand the mission parameters driving the client's project
- Minimum of 5 years' experience as an estimator or project manager in the fuels and fueling systems industry, preferably as a contractor's employee
- Experience estimating federal projects is highly favorable
- Ability to read, understand and interpret contract documents, drawings, specifications, scopes of work, and project schedules
- Demonstrated leadership and interpersonal skills
- Ability to research each pursuit thoroughly, orally and graphically present a pursuit to a group, explain the logic used to construct the pursuit estimate, and modify the logic of the estimate to match a group consensus for each pursuit
- Be able to recognize the need for additional support and resources to complete identified pursuit/estimate preparation
- Extensive experience with spreadsheets, word processing, CPM scheduling, etc.
- Be highly functional with the MS Office suite of products, especially Excel, Outlook, and Word
Desired Qualifications
- preferably within federal installations
- Experience estimating federal projects
- A bachelor's degree, preferably in construction management or engineering
- any industry-relevant certifications and achievements
- Prior experience using advanced estimating platforms or software such as Bid2Win, HCSS Heavy Bid, InEight / Hard Dollar, etc.
- Military service experience, especially pertaining to fueling services and operational needs
