FMS Program Manager

Job Summary
Lead day-to-day operations of the FMS department, supervising assigned staff, managing workflows, and ensuring timely authorization and payment processing. Establish, review, and monitor individualized authorizations, utilization, and spending in accordance with Regional Center approvals and Person-Centered Plans. Oversee participant enrollment, orientation, and ongoing support while serving as the primary escalation point for complex participant, family, vendor, and Regional Center issues. Ensure FMS processes comply with DDS and Regional Center requirements, maintain audit-ready documentation, and prepare reports for leadership. Collaborate with Service Coordinators, Regional Center Administrators, and vendors to resolve concerns and drive process improvements.
Required Qualifications
- 5+ years of experience in program administration, financial management, or related operations
- at least 2 years in a supervisory or management role
- Demonstrated ability to lead, coach, and develop staff while managing team performance and accountability
- Strong customer service, interpersonal, and communication skills with the ability to manage sensitive issues professionally
- Proficiency in data entry, financial tracking, reporting, and computer systems, including Excel and payroll or accounting software
- Ability to interpret policies, financial guidelines, and program rules and translate them into effective team practices
- Experience managing workflows, priorities, deadlines, and quality standards in a fast-paced environment
- High level of accuracy, attention to detail, and commitment to compliance
- Light to moderate lifting (up to 25lbs)
Desired Qualifications
- Experience working with a California Regional Center, FMS provider, IHSS, or disability-related programs
- Knowledge of DDS regulations and the FMS Program
- Experience with payroll systems, vendor payment platforms, budgeting tools, and operational reporting
- Bilingual in Spanish
