FMS Financial Analyst

Job Summary
Conduct financial analysis, reporting, and reconciliation for Foreign Military Sales, Building Partner Capacity, and Ukraine Security Assistance Initiative programs. Manage over 270 active FMS cases by resolving Unliquidated Obligations, DAR-Q actions, and interface errors while supporting financial audits and case closure initiatives. Prepare execution reports for Government leadership and serve as a subject matter expert on FMS financial policies. Develop process documentation to strengthen internal controls and recommend corrective actions for improved financial performance. Requires a Bachelor's degree in Accounting or Finance, 4–7 years of relevant experience, and an Active Secret security clearance.
Required Qualifications
- Bachelor's degree in Accounting, Finance, Business, or related field
- 4–7 years of relevant experience
- Experience supporting Army Foreign Military Sales financial operations
- Active Secret security clearance or ability to obtain one
- Experience with GFEBS and Army financial management systems
- Working knowledge of Foreign Military Sales financial processes
- Knowledge of Army Joint Reconciliation Process (JRP)
- Experience with DAR-Q research, ULO reconciliation, IDOCs, UMTs, and audit support
- Experience supporting FMS case execution and case closure activities
- Strong analytical, Excel, financial reporting, and communication skills
