Job Summary
NOAA seeks a Marine Policy & Resource Management Specialist to support marine resource management, policy development, regulatory analysis, and stakeholder engagement activities. The ideal candidate will possess a strong understanding of coastal and marine resource management issues, federal regulatory frameworks, and environmental policy processes affecting marine ecosystems and fisheries management. This role entails researching, analyzing, and synthesizing scientific, regulatory, and policy information to support decision-making; developing, reviewing, and implementing policies, guidance documents, reports, and recommendations; supporting compliance and regulatory activities within federal marine resource management programs; coordinating with NOAA offices, federal agencies, state partners, academic institutions, and external stakeholders; monitoring evolving legislative and policy changes; preparing written reports, presentations, briefing materials, and correspondence for senior leadership; and contributing to interdisciplinary teams addressing complex environmental and resource management challenges. Preferred qualifications include NOAA Sea Grant John A. Knauss Marine Policy Fellowship alumnus/alumna, experience supporting federal marine conservation or ocean policy programs, familiarity with NOAA structure and initiatives, and strong policy analysis and technical writing experience.
Required Qualifications
- Master's Degree or Ph.D. in Marine Policy, Environmental Policy, Marine Affairs, Fisheries Science, Environmental Science, Natural Resource Management, Public Policy, or closely related field
- Experience working with federal agency policies, regulations, and administrative processes applicable to marine resource management in state or federal waters
- Strong written and verbal communication skills with the ability to effectively synthesize complex information for diverse audiences
