Job Summary
Perform budgetary planning, analysis, formulation, and contract management for the Advanced Systems Integrated Product Team at NAVAIR Headquarters. Collect, organize, and interpret financial data to create and maintain annual spending plans, ensuring budgets efficiently conduct projects for several IPTs. Interface with IPT personnel to obtain inputs for staffing, travel, material, and fees; develops detailed time phasing of spend plan requirements. Assists the PMA-231 BFMs with obtaining and tracking classified invoice information from prime contractors and taking action to facilitate timely invoice processing/payment. Interface between PMA and NSMA BFMs regarding classified purchase requisitions and assist with gathering the information required to execute funding. Performs Common Spend Plan Tool (CSPT) resource requirements data entry/management for Advanced Programs and ensuring validation/approval with BFMs/PMA management. Coordinates with PMA Program Managers to obtain cost estimates; and interfacing with Level Ils to obtain funding in accordance with the annual spend plan.
Required Qualifications
- A current Secret Clearance with a Single Scope Background Investigation (SSBI) completed within the last 6 years
- Eligibility for a TS/SCI
- Bachelor's degree in a business-related discipline from an accredited institution
- Five (5) years of relevant experience in DoD financial management
- Experience in financial analysis
- Experience in funds execution
- Experience in funding document development
- Experience with CSPT
- Experience with ERP
- Strong knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook e-mail)
- Ability to review/revise written documents
- Ability to communicate effectively
- On-site support
Desired Qualifications
- Experience supporting a NAVAIR program office
- Experience with the DoD milestone process (DoD 5000)
- Knowledge of DoD acquisition policies
- Knowledge of the DoD Planning, Programming, and Budgeting Systems (PPBS) process
- Specific experience supporting the development of DoD financial reports
