Financial Analyst II

The Financial Analyst II reports to the Director of Data, Research and Modeling within the Provider Finance Hospitals department. The Financial Analyst II performs highly complex financial analysis work and modeling related to various HHSC projects. Work involves compiling, reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending appropriate action to resolve financial and regulatory problems. Work also involves compiling, reviewing, analyzing, and evaluating financial data to project anticipated reimbursement rate implications related to policy changes, legislative changes and modifications to services and deliverables related to the HHSC client services programs. Work also involves planning, developing, and implementing the coordination of updates to HHSC Provider Finance Department staff. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement. Essential Job Functions include analyzing financial data and ensuring compliance with state and federal policies; developing financial objectives and strategies; implementing internal financial policies and procedures; interpreting technical questions of financial and regulatory compliance; providing input for new financial programs and reimbursement calculations; and related duties. The role requires knowledge of GAAP, hospital reimbursement methodologies, data visualization, Excel, Tableau, SAS Viya, relational databases, and strong analytical skills; with preferred Medicaid experience and advanced Excel skills.
