Job Summary
Manage comprehensive financial reporting and budget management for assigned programs, including preparing forecasts of revenues and expenditures and developing reports for trending and results analysis. Analyze financial data to determine performance and projected outcomes, then review transactions to perform cost-benefit and complex financial analyses across various systems. Supervise a team of support staff by providing guidance, training, and evaluation while interpreting economic decisions for users and preparing compliant financial documents. Utilize spreadsheets and relational databases to assemble and format data for presentations, ensuring accurate record-keeping in accordance with generally accepted accounting principles.
Required Qualifications
- Bachelor's degree in business or public administration, finance, accounting, or closely related field
- 2 years' experience conducting financial analyses
- Must have proven experience in the financial industry-preferably within the Federal Government
- Must have experience in creating strategically tailored financial plans
- Must have experience in conducting targeted review of status and identify points of risk, what-if analysis
- Must have experience in identifying alternative strategies for addressing risk
- Knowledge of principles, methods and techniques of public and financial analysis and administration; data processing application, software; modem office equipment and procedures; laws, regulations, resolutions, and codes applicable to housing authority financial administration; accounting and auditing standards; Housing Authority organization, operation, policies, and objectives
- Skill in the use of personal computers, software applications; oral and written communications; making oral presentations
- Ability to analyze complex financial and technical data; prepare clear and concise reports and presentations, including recommendations for action; plan and organize responsibilities so that reports are produced in a timely and accurate manner; exercise independent judgment in a professional and competent manner
- Write and communicate effectively and to assimilate and understand information; make sound decisions in a manner consistent with job functions; analyze situations accurately and adopt effective courses of action
- Knowledge of principles and best practices of supervision, training, and evaluation of staff; ability to plan, organize, and perform supervisory duties, including providing guidance and direction, training and evaluation of support staff
- Ability to obtain and maintain a public trust clearance
- Legal authorization to work in the U.S.
Desired Qualifications
- Certified Public Accountant certification preferred
- Experience supporting large Cabinet-level federal agencies, ideally the Department of Veterans Affairs
- Proven knowledge of financial forecasting and diagnosis, corporate finance, and information analysis
- Advanced proficiency in Excel and relevant accounting software and platforms
- Comfortable using a computer for various tasks
- Deep understanding of the financial system and institutions
- Ability to get up to speed quickly on complex issues; desire to work in a fast-paced, rapidly evolving environment
- Capable self-starter with a drive to get all types of work done and high attention to detail
- Excellent ability to communicate across most mediums and settings
- Knowledge of Military and Veteran populations
