Finance Operations Manager

Job Summary

Manage the financial health of CCS by overseeing department operations, creating policies, and leading budgeting, recruiting, and training for finance staff. Supervise the preparation of quarterly and annual account reconciliations, monitor tax and financial reporting compliance, and assist with cash flow forecasting. Advise executive management on financial decisions, mediate stakeholder differences, and create strategic business plans based on organizational analysis. This role reports to the CFO and supervises senior accountants and specialists. Located at the Heppner CCS Admin Office with remote options, the position offers a competitive salary range of $109,800 to $166,800 plus a $5,500 hiring bonus.

Required Qualifications

  • A bachelor's degree in finance, accounting, business administration, or a related field
  • At least 5 years of broad financial experience
  • An associate degree in a related field
  • 7+ years of broad financial experience
  • A minimum of 9 years of broad financial experience in lieu of a degree
  • Two years of supervisory experience
  • Preference for candidates who have worked for or in partnership with nonprofit organizations
  • Understanding of accounting concepts
  • Understanding of financial reporting standards
  • Understanding of best practices
  • Proficiency in Excel
  • Proficiency in Word
  • Experience with accounting software
  • Experience with statistical analysis tools
  • Experience with other industry-specific prediction applications
  • Professional finance/accounting certification
  • Knowledge of financial analysis and strategy
  • Excellent verbal and written communication and presentation skills
  • In-depth knowledge of financial reporting standards
  • In-depth knowledge of tax regulations
  • In-depth knowledge of industry legislation

  • Must pass all criminal history check requirements as required by ORS 181.536-181.537
  • Must pass a monthly check against the OIG and GSA exclusion lists
  • Must pass a check against other federal and state agency lists
  • Must hold a valid driver's license
  • Must hold personal auto insurance for privately owned vehicles utilized for CCS business
  • Must show proof of $300,000 or more liability coverage for bodily injury
  • Must show proof of $100,000 or more in property damage coverage
  • Must maintain said level of coverage for the duration of employment at CCS
  • Must be able to use office automation including computer and phone systems that require find manipulation, grasping, typing and reaching
  • Must be able to sit; talk and hear; use hands and fingers and handle or feel
  • Must be able to occasionally stand; walk; reach with hands and arms; stoop; kneel and/or squat when adjusting equipment or retrieving supplies
  • Must be able to occasionally lift and/or move up to 30 pounds
  • Must have close vision

  • Must have the ability to adjust focus
